I was watching Episode 2 of Season 1 "Return of the Avatar" last night and I recognized this. Katara and Aang had returned from the derelict Fire Nation ship and accidently triggered the flare signal for Prince Zuko. Subsequently Aang took the blame and exiled himself from the village. Since Sokka knew that a Fire Nation ship was on the way he put this makeup on and stood on the wall.
